This is your problem. login.icq.com is for newer Windows clients and
experimental Licq that can handle v8 of ICQ protocol; stable Licq
cannot use this server. I have these servers in my licq.conf, and have
no problems connecting -- though, since I still run 1.0.3, I have the
well-known problems talking to current Windows ICQs.

I am wondering, now, whether your mysterious connection problem
happened before or after trying the new version... if you are running
both version in order to play with new features, you should probably
use separate configurations -- isolate the new one in its own directory
so it can't break your working one. :) (See help for -b option...)
