Ic think there ist a linux server daemon called 'iserverd' (http://iserverd.khstu.ru/). But i think iserved only supports pre-oskar protocols (the older ones <gg>), so you have to use ICQ-client <= icq99. Do you really need ICQ? Yo can try simple unix-talk - there are windoZe-clients, too. Or IRC? There are plenty of free & good IRC-server.
