Yes.

licq needs at least one listening TCP-port for direct messages, file 
transfers and chat.
If there is no such port, file transfer won't work, messages are sent 
via server. I don't know if chat does work via server. I don't think so...

You can find these ports in licqs network-configuration.
Then, create an ipchains-rule which allows incoming traffic (syn-
packets !) to these ports.

Now you should be able to retrive direct connections from other 
(l)icq clients.
