I'm facing (and I've reported) the same problem for ages.. deadkeys ('") don't work under licq's qt gui but are OK w/ other Qt and non-Qt programs. I'm using XFree86 4.3.0 w/ us_intl keyboard definition (equivalent to usaccentos in tty) over a US physical keyboard. Bad luck :-\.
