You have tried connecting to much to the server in a short period of
time so they blacklisted you for awhile. The more you try to connect,
the longer your "punishment" is.



and then tries to connect to ICQ, Licq says in the console

Looks like an issue I fixed already... what version are you running?
You may want to try the latest SVN version.
