New issue 2957 by [email protected]: Problem with padding and TextScript

While browsing the Learning Manual I noticed the last example in Section 3.4.4
http://www.lilypond.org/doc/v2.16/Documentation/learning/saving-typing-with-variables-and-functions
displays a fault. It is intended to show the use of 'padding to displace TextScript, but the script is not displaced. The example is still incorrect in the latest 2.17.7 manual, but I don't know when it went wrong. Possibly the new skyline code packing things
closer together?

I've not yet raised a bug report as I don't know whether this behaviour is now intended, so I didn't know whether to classify it as a code bug or a documentation
issue.
