The changed regression test 'part-combine-tuplet-end.ly' has the solo in
the first part, while the other has a full-measure rest. If we switch the
inputs to \partcombine, so the second part has the solo, then before this
patch LilyPond drops the half rest and shows the full-bar-rest. After the
patch, both orders of input show the half-rest before the tuplets.
So LilyPond was only accidentally giving us the desired pattern of rests in
that regression test.
