I was thinking it'd be really good to try not to break sequences of
short notes.  By the time the musician's eyes get to the beginning of
the next line, the music may have moved on.  This is really important
at page breaks.

It would also be good, when feasible, to avoid breaking phrases. 
Obviously, Lilypond can't figure those out for sure, but a good start
would be avoiding slurs and phrasing slurs.
