Actually, @ignore blocks are not supposed to be processed at all, that's why 
they are called ignore. However, @c comments would make sense to include as 
comments in the html code. You might ask Patrice (on the texi2html mailing 
list) about this feature. He has always been very forthcoming and usually 
implemented things within hours.
