Hello, I have updated my patchset on Rietveld:
http://codereview.appspot.com/105045/show The only changes from the previous patchset are updates for the documentation and source code comments. My plan is to eventually reinstate <pageSet> and <page> when they are supported by Inkscape, etc. But until then, I think this rewrite of the SVG framework offers a more reasonable solution.
