What happens if you install texinfo 4.13a on the problematic system (which I think you already tried), but make sure that the texinfo binaries come before /usr/sbin/ in the path? In other words, whcih install-info should return the location of your texinfo 4.13a binaries, and install-info --version should give you 4.13. Also, does current head (commit 83c81ef45b6e94bac53f6261f9631cd84e8ece37 ) still have the same problem?
