Gerrit is certainly an option, although I'm not encouraged by the

Hmm, interesting.  Does anybody want to look into this in more
detail?

This all ties in nicely with the just-opened "patch management"
proposal:

I'm reasonably certain we can write a python script which requests
a review and adds a patch-new issue to the tracker.
