Yes, in a browser it's probably the only way. I've tried using the LANG variable, but it doesn't work. Another way is using Squiggle. Install the package libbatik-java Then launch squiggle from a terminal and open the SVG file. In the preferences you can set the language. NOTE: You have to delete any other language and put just the one you want to see. Having the desired language on top of a list of languages doesn't work.
