There are things I'm willing to contribute on a whim, but this isn't one of them.
If a property controls this, is it a context property, or another kind of property?
Are there other items besides metronome rates that should be controlled by the same property? Are there other items that should definitely not be controlled by the same property? (Consider items that aren't currently implemented but might be someday.)
