If I understand the question correctly, all of these work for me:

{ < c c' >~ < c c' > }
{ < c~ c'~ > < c c' > }
{ < c_~ c'^~ > < c c' > }

There is also
\override TieColumn.tie-configuration = ... - as shown at
http://www.lilypond.org/doc/v2.18/Documentation/notation/writing-rhythms#tie
