It is not, there are just two kinds of comments:

% line comment

%{
  block comment
%}

In the mail above: '% { ...' is a line comment and '%{ ...' is a block
comment. This is a neat trick for quickly (un-)commenting blocks.

More verbose:
State a)
%{  this is commented
    this too, next line ends the comment block
%}

State b)
% { this is a line comment
    this is not commented, next line has no effect
%}
