I'm not experienced with lilypond-book, but is it as simple as using \bookpart to make the page breaks? Or are you trying to make \pageBreaks within a \score? I think you might need to give more context, ie an example of the structure of your file with the \book \bookpart \score commands, and indicating where the page breaks are that you want to force.
