>From Changes: "Isolated durations in music now stand for unpitched notes. Pitches are taken from the preceding note or chord." Spacers and rests don't have a pitch. Iiuc the last seen note-event-pitch is taken, `b' in your case. Falling back to c' if none was entered so far.
