I’d see two possible interpretations, depending on context: either the dotted slurs are for accompanying instruments or they just indicate legato/no breathing. The latter seems less than likely because it wouldn’t be needed inside a word. Another possibility in general would be alternative lyrics, e.g. a translation, but that doesn’t seem to be the case. Stanzas?
At any rate, LilyPond phrasing slurs seem like the best way to code it.
