The default location for the Parenthesis_engraver is the Score context, that is why removing it from the NullVoice has no effect.

The simplest option I see is this:

\score {
  \new Staff <<
    \new Voice { \music }
    \new NullVoice \with { \omit ParenthesesItem } { \music }
  >>
}
