Yes, that's what you can do as a public visitor of a repository on these platforms. but being referenced as a > project member gives you more access, to take part in patch > reviewing, > to be assigned some issues and to be more easily CC-ed in various > discussions. If as a public member (i.e. with "only" a Gitlab account) you open an issue or comment on an issue/MR you will automatically be notified about activity on that issue (if you don't disable this in your account settings) too.
