Usually it helps to just rerun setup.exe. Especially, you should make sure that
the package called libguile12 is being installed (it should be selected automatically).
Also, I'm surprised that you have version 2.4.2 of Lilypond, the default version for
the moment is 2.4.3-1 (should also appear automatically if you rerun setup.exe).
