A few minutes of experimenting with the snippet revealed that indeed the '\override Score.RehearsalMark.staff-padding' does not respond to any numbers. Just to be sure, changing ‘Score' to other contexts yielded in no change. However, '\override Score.RehearsalMark.Y-offset' works in the same way as '\override TextScript.staff-padding', though for the 'Y-offset', #3 brings P and R to the same baseline as Q, then any larger number than #3 will bring all letters higher. '\override Score.RehearsalMark.padding' appears to be an option, but the letters are simply brought upwards, not fixing the baseline of the three letters.
