Just to clarify my comments: I think this is broadly correct practice, but in the specific case of (2/8)+(3/8) (or really 2/8 plus anything, or anything plus 2/8 etc), my experience with these meters in the wild is that standard practice is to beam the two eighth notes of the 2/8 part together, not leave them unbeamed.

Are you saying that the behavior described in (I) is incorrect because it lacks special treatment for 2/8, or that it is correct but the default beaming of 2/8 is incorrect?
