I agree completely. Now, on Linux and OSX, you _don't_ need to install
extra text editors or whatnot. You can use any text editor you want,
you can use any program to view pdfs, etc. I use vim. Others use
jedit. Some people even use emacs (heathens!)
The problem is not lilypond, it's windows. Are you offering to write
code to help porting lilypond to windows? Are you offering funding to
support such work?
