Implicitly created contexts is a bit of a mess; my impression is that lily 
seems to make some ad-hoc guesses about what the user means. Apparently the 
guess is wrong in this case, there are several other examples of this as 
well. If you always do \new Staff explicitly, you will never get this kind of 
problems.
