Replacing music_expression \addlyrics lyrics by \new Voice music_expression in your example works well, so there's something more going on here that I don't understand fully. Still, my impression is that \addlyrics mainly was implemented to support extremely simple situations where your score in principle only has a melody and one or more lines of lyrics. What makes your example extra complicated is that you want to insert the same construct at a number of places in the score.
