The octave check feature http://lilypond.org/doc/v2.10/Documentation/user/lilypond/Octave-check#Octave-check makes it possible to catch relative octavation errors fairly easily, if that's a real problem. I don't see a need to complicate the lilypond syntax further to deal with this.
