Why specifically for Staff? For StaffGroup/GrandStaff/PianoStaff, certainly, but at least for most orchestral instruments it's not very common to have more
than a single voice per stave. On the other hand, it might be a good habit
for the top-level music expression of the \score block, i.e.
\score{
<< { ... } >>
}
