With any of the newer browsers you can use pngs with alpha, and take any image and give it much transparency to the point that even with small text there wouldn't be a contrast problem using it as a background. It would be a subtle thing. I'd do it with gimp since I'm an open source guy--but Photoshop can probably do it as well, I suppose...just with less elegance;)
