The reason for your problems is that the command \partial 8 is
equivalent to
\set Score.measurePosition = #(ly:make-moment -1 8)
which does the setting on the Score level. The solution is to make the
corresponding
setting in the "Timing" context (which is just an alias for the context
where the
Timing_translator currently lives:
