Actually, it's the opposite: followVoice or showStaffSwitch only work
at a Voice level.
Actually ;-), the main thing is that a staff-change line only is shown
when there is a staff switch,
i.e. when a Voice context moves from one Staff context to another,
whereas Florian also wants
to use it to indicate that a Voice context switches the role, musically,
but stays within the stave.
Florian, why not use a glissando for the latter case?
