To answer my own question after a lot of trials:
Whole measure rests give errors in \cadenzaOn ... \cadenzaOff where
\cadenzaOn s<whatever1> r1\fermata s<whatever2> \cadenzaOff in the
other parts
works fine if the sum of length( whatever1 ) + 1 + length( whatever2 )
is the same as the length of the cadenza:
