Yes, but the difference is that set-global-staff-size sets the size _globally_ 
for all staves in a file (or book block), and this macro function only changes 
the size of an individual staff.  You would use it if you wanted different size 
staves within the same score, for example.  But you're right, in many cases 
set-global-staff-size is what you would use.
