you have to override the properties for *all* involved grobs - otherwise LP
might be confused with contradictory (default-) settings!

  \override Fingering  #'avoid-slur                 = #'inside
  \override Fingering  #'outside-staff-priority  = ##f
  \override TextScript #'avoid-slur                = #'inside
  \override TextScript #'outside-staff-priority = ##f

what's the result if you do so?

do you really need the extra-offset?
