linaro-hwpack-create should have an option to produce an external
manifest of the hwpack

Bug description:
and we should use it in offspring.
I'm bored of downloading 30MB just to find out the version of the kernel
that is in the hwpack.
This should be in addition to logging of what it is doing at runtime.
