I may be wrong, but I suspect that this person may not been aware of the
'charter' of this list, possibly because of a language barrier.  If you
haven't already, I'd at least let him know the purpose of the list.

I still have interests in this list, unfortunately, I have little
experience in these areas, and even less time (right now) to pursue
them.  I often bookmark sites posted here.  I'm a lurker, primarily
because I have little experience in these areas.
