The other question is, does anyone around here feel like
administering such a thing, or have suggestions on how it could best
be done?
I wonder if a web presence would be best, as these mailing lists
don't necessarily overlap much.

...which I think is going a bit far. I think Div's original criteria
are more to the point for the contests in general. As David pointed
out, individual contests could have more restrictive criteria such
as the one you proposed.
In fact that might be a good way to kick off the series.
