It’s a belted kingfisher and is definitely in some kind of distress, my guess would be a window strike if it was sitting out on a deck. If it hasn’t flown away already I would advise contacting a licensed rehabber ASAP, and this link provides good info on how to prevent birds from flying into your windows:
