That is a tough hill! Cyclists do make it up the hill but I havent seen
them do it packed with groceries and kids.

Are you planning to use it every day even in bad weather to get places on
time without being too wet/cold/sweaty?  For example do you need to catch
the train, and buy a  bag of groceries at Crosbys then pick up books from
library before hitting the hill and did you give up your car? Recommend the
higher power bike with full throttle or you will grow to hate the trip.

Pedal assist may be okay for a better workout and recreational use.
