In reading the "Mandatory Outdoor Water Restrictions" document downloaded from the town's website, it states, "the Water Department is required to enforce outdoor water use restrictions from May 1 through September 30."
Does that mean that after September 30 the restrictions are no longer in effect and we are free to install new plantings and water them as needed?
