In dinosaur days, we sent paper copies of the SoTT report to all households, in advance of the meeting, so that the meeting could be devoted to questions and debate, to encourage citizens to engage. Boards members were there to clarify and record questions and comments…to listen. Then, budget and zoning proposals were shaped to reflect citizen input long before anything was finalized. The idea was to ensure an educated electorate and an informed Town Meeting. It was tedious but highly democratic.
Annual Town Reports were thick with information. Read the old ones, available both digitally and bound in Twon Offices and at the library. You can really get a flavor of the town of the past.
