It is my understanding that contrary to what we, the residents of Lincoln
have been told over the years, the town of Lincoln has been subsidizing the
Hanscom school costs to the order of many millions of dollars in aggregate
over the years.  In the last fiscal year, the subsidy exceeded $500,000.  There
is no justification of the subsidy.  These payments could easily have been
made out of the Hanscom funds that come from the Department of Defense.  These
payments were not budgeted as a Hanscom school expense, but as a town
expense which allowed this subsidy to persist for many decades to the
detriment of  the Lincoln taxpayers.


Now that the subsidy has been verified and quantified, besides refunding
the taxpayer, the town should revisit the base level of taxation for the
town.  This past fiscal year, without an override, the town has taxed the
public 25% above the actual level of expenditures.    Clearly, in recent
years, the town has not done a bottoms up budgeting exercise to review
expenditures and properly align revenues to match the actual level of
justified expenditures..  They continue to increase taxes the maximum
allowed without an override.  We are talking about a meaningful amount of
money for almost every household: $4,000 annually for the average homeowner
if revenues matched the level of operating expenses.
