Years ago, when cellular service was still relatively new, cell towers were believed, by some, to threaten public health. Despite a federal law requiring permitting, Lincoln paid town lawyers many thousands of dollars to conduct a fruitless battle to halt the process. All that came of the battle was the creation of “cellular overlay districts,” where some towers, of limited height, could be sited. Consequently, cellular providers built only a few, low towers. People who live in areas near or within line of sight from those towers, now have good cell service. Others were condemned to poor service, and have had to pay for land lines or otherwise cope with poor service, an indirect tax on hundreds of households. Now, I think, tower opponents use their cellphones without much concern, but the town paid, and many of us continue to pay, for the mistakes of the past.
