They actually can, and do (sort of). The protocol is called STIR/SHAKEN ( https://en.wikipedia.org/wiki/STIR/SHAKEN) but is not yet fully implemented by carriers, and even when it is, there is increasing use of SIM farms, which is basically making a farm of either real or emulated cell phones, with real SIM cards, to send all these text messages and calls.
