Public Announcement for the Forest Management Certification Assessment of 
PT. Austral Byna in Central Kalimantan, Indonesia on February 5, 2001

Introduction  The Rainforest Alliance SmartWood Program and PT. TÜV International 
Indonesia publicly announce that they will conduct a joint certification assessment of 
a natural forest concession managed by PT Austral Byna in Central Kalimantan, 
Indonesia. TÜV International Indonesia is a certification body accredited by Lembaga 
Ekolabel Indonesia (LEI) since July 27, 2000. SmartWood is a certification body 
accredited by the Forest Stewardship Council (FSC).  PT. TÜV International Indonesia 
and SmartWood will work together on this assessment, following the Joint Certification 
Protocol (JCP) between LEI and the FSC signed on September 20, 2000. This will be the 
first certification assessment done jointly for either organization. At the time of 
this announcement, December 2000, there are no operations managing in natural forest 
that have achieved FSC and LEI certification.

SmartWood completed a preliminary scoping evaluation of PT Austral Byna in November 
1999 and LEI conducted its Expert Panel I (with a field scoping visit) in August 2000. 
The results from these field evaluations were that the company was a suitable 
candidate for a full certification assessment. Although challenges were identified by 
the evaluation teams from both certification systems, these were not considered 
insurmountable barriers to certification. The company has been forthcoming in its 
commitment to meeting certification standards, both FSC and LEI system requirements, 
and in the time since the initial field visits has been working on addressing areas of 
weakness. On November 27, 2000, PT Austral Byna, SmartWood, and PT. TÜV International 
Indonesia agreed to begin the assessment work on February 5, 2001.

Scope of the Certification Assessment  The entire concession will be evaluated in the 
assessment. PT Austral Byna is a privately held company with license to manage the 
294,600 hectare concession. The company has been actively managing the concession for 
30 years. The forest type is primarily Dipterocarp hill forest and is a potential high 
conservation value forest. (More background information on the forest operation is 
available upon request.)

The certification assessment is unique in that it will be done jointly according to 
system requirements for both FSC and LEI. The assessment must ensure that the LEI 
Criteria and Indicators are met, and for purposes of FSC certification, that the FSC 
Principles and Criteria are met. PT. TÜV International Indonesia will assess the 
production, ecological and social aspects of the forest management unit, following the 
LEI system as described in LEI Guideline 99 �Certification System for Sustainable 
Management of Production Forest� and other Guidelines (the 99 Series and 5000 Series 
being of particular importance.) SmartWood will adhere to the FSC approved �SmartWood 
Generic Guidelines for Assessing Forest Management�. (Guidelines and standards 
documents are available upon request, and directly from SmartWood or LEI Internet web 
pages at www.smartwood.org and www.lei.or.id)
 
Although the field work and stakeholder consultation will be conducted jointly, there 
will be two, separate, certification decisions. In order to be granted certification 
the candidate operation will need to pass both certification systems. A positive 
certification decision can not occur from either certification body until the company 
has successfully met the requirements of both systems. If that is the case, then the 
company may use FSC and LEI logos and trademarks to market certified forest products. 
(The Joint Certification Protocol describing in detail this process attached as an 
appendix to this announcement.)

Assessment Steps and Schedule  Following is a short description of the certification 
process and the scheduled agenda:

¨       Joint Field Assessment  The team will visit sites managed by PT Austral Byna 
and meet with stakeholders from February 5 to February 16, 2001. 
¨       Public Consultation  From the moment of this announcement, through the 
assessment, and the period prior to a final decision, the certifiers are soliciting 
input from any stakeholders. Such input may come in written form, via email, fax, or 
letter and it may be through direct communication with SmartWood, PT. TÜV 
International Indonesia, or their assessors. The public consultation will involve the 
Regional Consultation Forum/Forum Komunikasi Daerah (FKD).

Public meetings will be held during the assessment in both Jakarta and Banjarmasin. 
Meeting times will be announced in Bahasa Indonesia in both the national and regional 
press. All stakeholder consultation meetings are public and open to any interested 
party. Meetings will be held in Bahasa Indonesia with translation to English if 
requested by international participants.
¨       Separate Reporting - TÜV assessors will produce a confidential report (in 
Bahasa Indonesia) while SmartWood assessors will produce a confidential report (in 
English). These reports will be submitted to the company no later than 12 weeks after 
the start of the assessment (and most likely sooner). Public summary reports in both 
languages will be made available upon certification.
¨       Separate Decision-Making Process - The Expert Panel II of TUV will make a 
certification decision upon review of the certification report. After SmartWood 
receives comments on the certification report from the company, the draft will be sent 
to independent peer reviewers. SmartWood will make its certification decision within 
three weeks of receiving the peer reviewer input.

¨       Combined Decision, Notification to FMU and Public  If the company passes in 
the LEI and FSC system, it will be notified by SmartWood and TÜV. Issuing of 
certificates and public summary reports and would then follow. If the company does not 
pass LEI system is required to re-apply for field assessment within 6 months after 
decision of certification; under FSC system, if FMU does not pass FSC system it is 
required to inform Smartwood when it is ready for an audit of pre-conditions 
(mandatory actions that must be completed prior to certification.) 

Your input Sought As a part of the forest certification assessment process we invite 
stakeholders to offer comment and feedback on the forest management of PT. Austral 
Byna. We welcome input, either public or confidential, in whatever form is easiest and 
most secure for you. Your input will be valuable at any stage of assessment process, 
but we would prefer to receive your comments either prior to the assessment, during 
the assessment, and hopefully not later than March 30, 2001 so that comments can be 
integrated into the findings of the assessment. 

Please communicate your concerns to us as follows:

1.      Meet with the members of the assessment team at a public or private meeting 
during or shortly after the fieldwork.
2.      Call and give your comments to Jeffrey Hayward, SmartWood staff person 
responsible for coordinating this certification assessment, to Dwi R. Muhtaman, 
Certification Director for LATIN, SmartWood representative in Indonesia and/or Suwandi 
Raharjo, the responsible TÜV staff person. 
3.      Submit written comments by mail, fax or email to any of the above. 

Unless you request otherwise, these comments will be kept confidential and solely for 
assessing the FMU.

This public announcement is a preliminary notification of the upcoming assessment. Due 
to the complex and challenging issues confronting the management of natural forest 
concessions and the certification thereof, there are additional documents available to 
the public from SmartWood and/or TUV.  Such documents, which may facilitate the 
public�s understanding of the SmartWood/FSC or TUV/LEI certification processes, would 
include program descriptions, certification guidelines, rationale for certification, 
challenges to certification determined in the scoping process, background on the 
concession, etc.
