Once you place a file named exactly "shockwave.ini" with the above
content in the same folder as shockwave is installed (right next to
DPLib and IMLib) a more descriptive error message will be displayed
at the first script error encountered.

those libs are called "iml32.dll" and "DynaPlayer.dll" on the PC, and they can be found in the folder already mentioned by alex:
C:\Windows\System32\Macromed\Shockwave 10
so that's also were your shockwave.ini has to placed in.
