We have done a fair amount of that stuff on kiosks (smart card readers / ATM). We have two guys doing Delphi programming and it's rock solid. They also do VB, but Delphi is their weapon of choice for this kind of stuff.
As far as the drivers go, our dudes wrote custom drivers for the parts that needed it.
