Have you checked "Play while downloading movie" under Movie Playback Options? You can also set a frame number there, so that the movie will only start playing after that frame's contents have been loaded. So you could put your looping animations in frames 1 & 2, then set that preference to frame 2, and the shockwave will download frames 1 & 2, then play them while downloading the rest of the movie.
The basic level home DSL packages usually limit upload speeds to around 15 kBps, so that will definitely hinder anybody downloading stuff from your home server. You can upgrade to a faster package, but I'm sure it will be expensive.
