The free one supplied by Apple in their Developer toolkit. The kit is available in the box with Jaguar, or you can download the disc image from Apple.


You do have to use an icon editor, and you've got to explore creating .app bundles. There's a technote at MACR dealing with some of that and if you look over the way a current .app is put together you can muddle through the rest. Right-click a program such as IE and select "show package contents" to get started.
